Fan regulator hum is usually dust
A fan that hums at low speed often just has dust caked on the blades, unbalancing it. Clean the blades and the top of the motor housing before you call anyone. If it still hums, that is an electrician's job, not yours.

Pull a long sock over a broom handle, slide it along each fan blade and pull back. The dust comes off inside the sock instead of onto the bed. Turn the sock inside out over the bin.
